Attention all Model Congress Members

As our trip is fast approaching so are our due dates. All final drafts of our Model Congress Bills are due no later than February 4, 2014 on the link below. No exceptions. All members are required to turn in there bills via this method to ensure that all of our bills are turned into the Penn MC.

Here is the terms you'll need:

MODEL CONGRESS TERMS

Authorship Speech- given by the author of the bill. States the purpose of the bill and the author’s intent.  Given at the beginning of the debate on the bill. Yields to either questions or the Chair. 

Pro Speech- speech given in favor of the bill. Yields to either questions or the Chair 

Con Speech- speech given in opposition (against) the bill. Yields to either questions or the Chair. 

Structured Debate- follows the "authorship, pro, con, pro, con" setting 

Open Debate- allows anyone to speak about the bill  

Concluding Speech- given by the bill's author. Sums up the debate and is used to help persuade the committee members one last time. Last speech of the debate. Yields to the Chair. 

Abstain- a vote choice that is basically neutral (neither for nor against)

DEBATE VOCABULARY:

Motion to Introduce [BILL]- a request to introduce a bill and put it up for debate. 

Motion to Amend- a request to introduce an amendment to the bill up for debate. 

Motion to Extend the Speaker's Time by [X] Minutes-  request to give the speaker more time at the podium. 

Motion to The Previous Question- request to move into voting procedures 

Motion to Recess- request to take a break 

Motion to Adjourn- request to end the meeting 

Motion to Lay on the Table- request to put debating on a bill on hold due to lack of time, a want to recess, etc. 

Motion to Take off the Table- request to put a bill back into debate 

Motion to have a Moderate/Unmoderated Caucus- request to have a general discussion on the bill. [Moderated= people are picked by the Chair and take turns. Unmoderated=people speak freely] 

Point of Personal Privilage- request to go to the bathroom/make a phone call/etc. (if granted the asker must leave the room. 

Point of Information- request for information on a certain topic of the bill 

Follow-up Question- a request to ask a second question after having just asked one.  

Dilatory- a ruling given to a Point or Motion, which means that it is delaying procedure.  

"Is the speaker aware....?"- Starts a question that is to see if the person at the podium knows  a certain fact. 

"Would the speaker agree...?"- Starts a question that asks the person at the podium of his/her opinion on a specific topic. 

"How would the speaker define...?"/"How is..... being defined?"- asks for the meaning of a word in the context of its use. 

"Could you please rephrase the question?"- asked by the speaker/the Chair to have a certain question reworded. 

"I yield my time to questions/points and questions."- said by the speaker to indicate that the rest of his/her speaking time will now be used to answer questions. 

"I yield my time to the Chair."- said by the speaker to indicate that he/she is surrendering the remaining time he/she has to the Chair.
